Purpose:

Identification And Resolution Of Forged Instruments

Policy:

DHS policy is to:

• Insure that appropriate internal control standards are in place and enforced to limit agency risk.
• Ensure employees are alert to the possibility of incorrect payments and forgery.
• Maintain high security standards.
• Ensure employees are aware of their responsibility to take reasonable security measures.
• Identify and process forged items for collection through Oregon State Treasury immediately upon discovery and expedite recovery of funds.
• Exercise due diligence in its controls over the check issuance process through ordinary care to avoid contributory negligence.

Note: Under most circumstances and banking law, the bank will investigate forgery and take action, including criminal action, if warranted. The bank accepts the loss and reimburses DHS for forged check losses.
