Purpose:

To allow Administrators to recognize managers and supervisors who have demonstrated extraordinary performance, which produces extraordinary outcomes.

Policy:

  1. General
  2. This policy shall serve as the agency's policy on exceptional performance recognition leave with pay.

  3. Director awards Exceptional Performance Recognition Leave With Pay
  4. Only the Director can grant exceptional performance recognition leave.

  5. Employees eligible for Exceptional Performance Recognition Leave
    1. The Director may award a management service, executive service, unclassified unrepresented, classified unrepresented and exempt service employee leave with pay in recognition of outstanding achievement or performance.
    2. Exceptional performance recognition leave shall not apply to represented employees.
  6. Forms of Exceptional Performance
    1. Extraordinary performance, which produces extraordinary outcomes desired by DHS by employees working a professional workweek who do not qualify for overtime compensation, under DAS, HRSD Policy 20.005.20.
    2. Other achievement or performance, as determined by the Director, that makes an outstanding contribution to agency goals and objectives.
  7. Duration of Leave
    1. This leave shall be granted judiciously, not exceed 40 hours in a fiscal year (July 1- June 30), shall be compensable only in the form of leave and shall not be cumulative from year to year.
    2. This leave is not an entitlement and is not to be automatically granted at the beginning of a fiscal year.
  8. Transfer of Leave
  9. This leave shall not be transferable between agencies.

  10. Use of Leave
    1. An appointing authority and an employee granted leave shall mutually agree upon when the leave may be taken.
    2. Appointing authority shall maintain records of the amount of leave granted and used.
