DHS has adopted the Department of Administrative Services, Human Resources Services Division (HRSD) policy on pay practices – DAS Policy #20.005.10.
Bilingual Skills Differential: Applies to all employees who are required to use their bilingual skills in the performance of their assigned duties. Means translation to and from English, or interpretation of another language or the use of sign language.
Initial appointment: initial appointment to a position in state service.
Leadwork Differential: Applies to SEIU represented employees only. Does not apply to management service employees or employees represented by AFSCME or ONA. Leadwork duties assigned by their supervisor in writing for 10 or more consecutive calendar days provided the leadwork duties are not included in the classification specification for the employee’s position.
Maximum salary rate: the top step or highest rate of pay established for a classification.
Minimum salary rate: the first step or lowest rate of pay established for a classification.
Promotion: the movement of an employee from a position in one classification to a position in another classification having a higher salary range.
Reemployment: the noncompetitive return of a former regular or trial service employee to state service, return from demotion, or return following downward reclassification. See Administrative Rule 105-40-080.
Team Lead Differential: Applies only to Information System Specialist 1-8. Team lead duties must be formally assigned to the employee in writing by the agency. Duties are outline in the collective bargaining agreements and DAS Policies.
Transfer: lateral movement of an employee (except temporary) from one position to another position in the same classification or from a position in one classification to a position in another classification having the same salary range number.
Work out of class: a temporary assignment of an employee to perform essentially all of the duties, authority, and responsibilities of a position classified at a higher salary level, generally for a period of 10 days or more.
