Procedure

Requestor

Make request for non-standard IT to OIS Technology & Strategy via e-mail (Request, Exceptions).

Technology & Strategy

Determine if existing standard does meet the stated requirements:

  • If existing standard MEETS the requirements, notify requestor of existing standard via e-mail with copy to IT Acquisition Coordinator.
  • If existing standard does NOT MEET the requirements, request detailed information on the business need, functionality required, and timeframe needed via e-mail.

Requestor

Provide detailed information on the business need, functionality required, and timeframe needed via e-mail. Use Hardware/Software Purchase Business Requirements (Non-Standard IT Purchase Request) form.

4 Technology & Strategy

Consult with requestor regarding:

  • Existing standards.
  • Stated business need and functionality requirements.

Technology & Strategy

Determine if a need for a new enterprise standard exists.

  • If Yes, prioritize the work request based on importance to DHS, urgency, and level of use within DHS. Notify requestor and OIS Acquisition Coordinator of progress to date.
  • If No, determine if the request for non-standard technology might qualify as a one-time exception:

Technology & Strategy

Compare and contrast available like products and processes:

  • Identify technology currently in use within DHS.
  • Identify high-level business needs.
  • Gather input from major sources, i.e. Gartner, web research, industry magazines, phone references, internal sources.
  • For major items, create user/technical ad hoc discussion group for evaluation.

Produce recommendation / report.

Determine the impact of setting a standard on the enterprise for level of review and approval required.

  • Small: T & S review and approval.
  • Medium: OIS Executive Staff review and approval.
  • Large: OIS Executive Staff confirmation of recommendation and Chief Administrative Officer review and approval.

Upon decision by appropriate body, notify requestor and OIS Acquisition Coordinator of outcome.

  • No further action is needed if recommended standard is not approved and no more information is needed.
  • If standard is not approved and more information is requested, repeat process.
  • If standard is approved, add new standard to the IT Standards web site.
