Purpose:

This policy describes the Department of Human Services (DHS) standards for computing architecture and design elements to deliver information via a Web browser. The intent of the policy is to provide consistent infrastructure, to ensure information is delivered with a professional look-and-feel, to enable effective customer support, and to create a focus for technical training in specific areas of knowledge.

Policy:

  1. General

    1. This policy applies to all DHS staff and work performed on behalf of DHS to deliver information via a Web browser.

    2. The Communication Office is responsible for the look-and-feel of the DHS Web presence to the public. The Communication Office shall review the look-and-feel of all DHS Web sites accessible by the public, staff, partners, and legislators, etc. (This policy does not cover content review. See Publication Standards Policy for content guidelines and review.)

    3. OIS shall determine the location and number of DHS Web servers.

  2. Standards

    1. The Chief Information Officer, or designee, shall determine technology standards for hardware and software components used to deliver information via a Web browser, which architecture includes Web server, Web application server, and Web application development tools.

    2.  The Communication Office shall set standards and guidelines regarding look-and-feel, use of graphics, and HTML coding conventions such as metadata and style sheets.

    Definition(s):

    Look-and-feel: Including but not limited to design elements, optimized graphics and style, and organized, focused content using HTML coding and JavaScript in ways to enhance presentations that are easy to navigate and promote the mission and vision of DHS.

    Web Application Development Tools: Suite of tools used to aid the development of software in a particular language for a particular application.

    Web Application Server: Software that acts as connection between Web-based browsers and back-end databases and/or business applications.

    Web Architecture: All hardware, software, and development tools that together form a platform to deliver Web applications. This includes all components to operate and maintain Web applications as well as development tools to create Web applications.

    Web Server - Hardware: Computer hardware and operating system on which Web server software runs.

    Web Server - Software: Software that satisfies an HTTP (Hypertext transfer protocol) request from a browser. Web servers host Web sites. They provide support for HTTP and other protocols. They execute server-side programs performing defined functions (e.g., CGI scripts or servlets).

    Web Site: A collection of electronic documents that can be accessed or downloaded through the World Wide Web.
