Rule Advisory Committee (RAC)

Before a Notice of Proposed Rulemaking is filed, the Department convenes a Rule Advisory Committee to review rule changes that may substantially impact the public. (See the DHS RAC policy here and the Child Welfare RAC procedure here.) The purpose of a RAC is to provide an opportunity for stakeholders to participate in the rule development process. Invitees are selected to ensure that the interests of all persons impacted by proposed rule changes are represented. Although participation in the RAC is limited to invited participants, meetings are open to the public. For more information about RAC meetings, please contact the RAC Administrator at
