Child Welfare is adopting administrative rules 413-330-1100 to 413-330-1150 “FOCUS Short-Form Contracts”. These administrative rules will set describe the use of short-form personal-services contracts with non-traditional independent contractors funded by the ODHS Child Welfare FOCUS Program. Social Security Benefits (SSB) are funds awarded to youth based on the disability or death of a parent. SSB will no longer be used to offset a youth’s cost of foster care and will be replaced by other federal or general funds. Preserving SSB funds for specific needs will enable better outcomes for youth and families. Please review transmittal for more information.

Oregon Department of Human Services (ODHS) may open an Achieving a Better Life Experience (ABLE) account for a youth with a qualifying disability. Money deposited into an ABLE account is disregarded as an asset for purposes of certain eligibility programs including Social Security Income (SSI) and Medicaid.
