The CPS rules, OAR 413-015-0601 through 0608, were updated on 06/29/2023 to incorporate certified respite providers into the current out-of-home care report and assessment framework. The Child Welfare Procedure Manual Chapter 3, Section 24: Reports of Abuse Involving a Resource Family or Respite Provider Certified by Child Welfare has now been updated. 07/17/2023 | 06/29/2023 | In the 2021 legislative session, ODHS requested a Policy Option Package (POP) to create a Statewide Respite Care Program for the 2021-2023 biennium through Senate Bill 5529 (2021), which was signed by the Governor on July 19, 2021. For the last two years, ODHS has been working to create and implement this program to certify respite care providers. January 1, 2023 Temporary rules were established to launch the Certified Respite Care Program. During the period of the temporary rules ODHS-Child Welfare continued to engage in feedback in the application of these rules to support finalization. Finalization of Division 205 Respite Provider Certification occurred on 06/29/2023. Additionally, with the establishment of the Certified Respite Care Program, Child Protective Services (CPS) rules were updated to reflect Child Welfare’s responsibilities when screening and assessing a report of abuse involving a Child Welfare Certified Respite Provider. |

02/15/2023 | 03/01/2023 | Child Welfare (CW) has been partnering with the Office of Developmental Disabilities Services (ODDS), Aging & People with Disabilities (APD), and others to address a technical issue with the way room & board for children in the care and custody of CW is paid to residential providers (foster homes, host homes, group homes) serving children who experience intellectual or developmental disabilities (I/DD). We tested some changes in a trial period from November 2022 through February 2023 with a small sample of cases. The testing revealed unexpected system concerns and in compatibilities. As a result, the trial period ends on 2/28/2023 and we are not moving forward with the changes. Please review the transmittal for more information! |
