Outreach and Mental Heath Registered Nurses (MHRN)

The State Operated Community Program (SOCP) Outreach and Mental Heath Registered Nurses (MHRN) provides support services that enhance the quality of life of persons with developmental disabilities in 29 Group Homes for the Developmentally Disabled (from Portland to Eugene). Outreach Nurses also provide medication administration training to new employees through the SOCP Central Office. (OAR 411-345)
The role of the MHRN is to effectively utilize the following knowledge, understanding and/or skills:
- Practice the nursing process and function as an advocate.
- Provide teaching to individuals and staff.
- Understand and support the community-based care philosophy.
- Approach individual care needs in a holistic manner.
- Understand the Oregon Board of Nursing Rules and other Oregon Administrative Rules.
- Function independently and as part of a team.
- Possess knowledge of long term health care needs and acute medical conditions.
- Possess knowledge of the needs of developmentally disabled persons.
- Possess skills in planning, teaching, listening, communication and organization.
- Possess knowledge of required nursing documentation.
