  The Redetermination section (under Issuing Benefits and Changes), and EPD worker guide were updated to reflect the 4/1/18 repeal of the EPD certification period rule. OSIPM F.5, OSIPM 11.4, OSIPM 11.5 461-115-0540
  The Verification section (under Application) was updated to reflect the 4/1/18 update to the general verification rule (this rule change simply supports previous changes made to the OSIPM-specific rule). Clarification was also added that self-attestation can be accepted as verification of Native American tribal status, and clarifying information was added about using SSA and WVIR screens to verify identity.   The Non-Financial Requirements section and the Non-Financial eligibility section of the EPD worker guide was updated to reflect the 4/1/18 rule change that removed the emancipated minor provision. OSIPM D.5, OSIPM WG 11 461-120-0510
  Various sections were updated (including renaming WG 9) to reflect the 4/1/18 change to the assumed eligibility rule which clarified that all requirements of 461-120-0345 must be met and removed the reference to the pursuit of assets requirement, since SSA imposes the same requirements in order to receive SSI.   The Disabled Adult Child section in the Protected Eligibility worker guide was updated to reflect the April 1, 2018 rule change that clarifies how countable income is determined for a DAC recipient. OSIPM WG 9.2 461-135-0830
  The Prospective Eligibility and Budgeting section (under Financial Requirements) was updated to reflect 4/1/18 rule changes surrounding how to budget when new sources of variable and stable income begin in the initial or retroactive months. OSIPM E.14 461-150-0050, 461-150-0070, 461-150-0080
  The Resource Limits section (under Financial Requirements) and the Allocation and Deeming worker guide were updated to reflect 4/1/18 rule change which corrected the definition of parental resources and ineligible parent, clarified that the rule affects the benefit group rather than the need group, and clarified that the rule does not apply to children who are assumed eligible.   The Medical Costs section (under Financial Requirements) was updated to reflect 4/1/18 rule change surrounding how and when one-time and recurring costs are used, including removal of the 6-month time period to anticipate costs and clarifying that costs are also considered incurred when they are billed, not just when they are paid.   The Determining Adjusted Income and Client Liability section (under Financial Requirements) was updated to reflect 4/1/18 rule change that added child support as a deduction from an ineligible spouse's income, changed the order of the other general deductions, and removed the $85 earned income deduction for blind individuals.   The Allocation and Deeming worker guide was updated to reflect 4/1/18 rule change that added child support as a deduction from an ineligible spouse's income, changed the order of the other general deductions, and removed the $85 earned income deduction for blind individuals.   The Determining Adjusted Income and Client Liability subsection under the Financial Requirements section was updated to reflect the rule change that clarifies who qualifies for the deduction for maintaining a home and increases the deduction amount to the actual housing costs plus the SNAP LUA.   The Changes That Must be Reported section (under Issuing Benefits and Changes) was updated to reflect 4/1/18 rule change that added medical costs and incarceration status to the list of changes that must be reported. It was also updated with clarification on when certain changes are considered to have occurred. OSIPM F.2

  The Verification section (under Application) was updated to reflect the 4/1/18 update to the general verification rule (this rule change simply supports previous changes made to the QMB-specific rule). Counting Client Assets The Child Support and Cash Medical Support section was updated with information about the 4/1/18 rule change establishes a child support income deduction in certain circumstances. CCA B.14 461-145-0080
  The Corporations and Business Entities section was updated with information about the 4/1/18 rule change that removed references to the in-kind income rule. A reference to non-business expenditures as earned income was also added. CCA B.16 461-145-0089
The Dividends, Interest, and Royalties section was updated to reflect the 4/1/18 rule change that clarified how royalties are counted for individuals actively working in a trade or business that generates the royalties. CCA B.20 461-145-0108
  The Earned Income Defined and Earned Income Treatment sections were updated to reflect the 4/1/18 rule change, moving the reference to income a principal earns working for a corporation to the earned income defined rule from the earned income treatment rule. The Variable Income section (under General Information About Assets) was updated to reflect 4/1/18 rule changes surrounding how to budget when new sources of variable income begin in the initial or retroactive months. CCA A.6 461-150-0050, 461-150-0080
APD Worker Guide The Verifying Client Information section (under Application) was updated to to reflect the 4/1/18 change to the general verification rule (this rule change simply supports previous changes made to the OSIPM/QMB-specific rule). Clarification was also added that self-attestation can be accepted as verification of Native American tribal status, more detail was added on some of the second level documents used to verify citizenship, clarifying information was added about using SSA and WVIR screens to verify identity, and instructions were added regarding DHS paying the cost for ID.   The Alternate Formats and Interpretation/Translation Services section (under General) was updated with information about a new video interpretation service (only available to APD offices, not AAAs). APD A.2

  A reminder about not screening out individuals for APD medical programs was added to the APD Referrals from 5503 section. APD MAGI E.1
