Eligibility Requirements
FHIAP eligibility specialists will determine the client’s eligibility. However, you need to know basic eligibility requirements in order to make correct referrals. It is important to note that the resource and income limits are higher than our resource limits, therefore, if you are denying them for being over resources and/or income it might be a good courtesy referral to FHIAP.

Must reside in Oregon

Must be a US citizen or a qualified non-citizen (same definition as Medicaid) If a client would be eligible for emergency services only, CAWEM, he would not be eligible for FHIAP.

FHIAP falls under the same Deficit Reduction Act requirements as Medicaid so applicants must be able to provide proof of identification and citizenship, or provide noncitizen information.

Must not be receiving any portion of Medicaid and FHIAP
at the same time. The most commonly seen are OP6, OPC, OPU,
OPP, CHP, MAA, EXT, & QMB. All would count as “dual
enrollment.”
