Counting Client Assets |
The entire worker guide was revised. Asset information for GA(M), REF(M), SNAP, TANF, and ERDC was removed and replaced with a link to the SSP Counting Client Assets worker guide. Other changes are listed below.
The General Information About Assets section (section A) was revised to reflect rule changes and add clarity. Sections on Variable Income and Liquid and Non-Liquid Resources were also added (A.6 and A.7).
The Animals section was updated to reflect the rule change which clarifies when animals can be considered income-producing property and to align with federal regulations about their treatment.
The Corporations and Business Entities section was updated to reflect the new rule which brings APD into alignment with federal policy regarding how income and resources of corporations and business entities are treated. Individuals who incorporate businesses are not considered self-employed; furthermore, other types of business arrangements will now be clearly addressed (including when owning a business constitutes self-employment and how to count income and resources when it does not).
The Earned Income; Defined section was updated to reflect that the rule was amended to include non-business expenditures paid by an individual's business or corporation as earned income.
The Earned Income; Treatment section was updated to reflect the rule changes regarding income from corporations and excluding losses from self-employment from other earned income.
The Income-Producing Property section was updated with the new rule which clearly distinguishes it from property used in self-employment and various other property types.
The Work-Related Capital Assets, Equipment and Inventory section was updated to reflect the change in rule which excludes them.
The Self-Employment section was completely restructured. Sections C and D were combined into Section C and the subsections were renamed, renumbered and completely retooled to reflect the rule changes related to self-employment.
The sections on Economic Recovery Payment (#23) and Non-Citizens sponsor; Deemed Assets (#53) were removed. The former was repealed and the latter was a duplicate of the information in the Deeming the Assets of a Sponsor of a Noncitizen (#15) section. The remaining assets have been renumbered accordingly. |

The Generic Program Information section of the SSP Family Services Manual was updated to reflect that the rule about definitions and categories of overpayments was amended to add that use or access of REF benefits in an EBT transaction in a prohibited location is a client error overpayment and there is no threshold for these overpayments. Also, language was added to this rule to state that there is a rebuttable presumption that the full amount of REF benefits accessed in a prohibited location was spent in violation of OAR 461-165-0010.
The Generic Program Information section of the SSP Family Services Manual was updated to reflect that the rule about calculation of overpayments was amended to add that in the REF program, the amount of the overpayment is the amount cash benefits used or accessed in a prohibited location.
The Support Staff Assistance Manual link on APD Staff Tools was relabeled Field Support Assistance Manual to reflect the manual's name change |
