Updated the COVID-19 Response Worker Guide to reflect the following changes:

• Liabilities may not be increased, even for service setting changes.
• Pending for further information is not required when AVS discrepancies are found at initial application.
• All ongoing Special Needs payments must be continued. This includes NF/PIF and ISS, which may need issued via 437.
• MAGI Coordination section was removed as ONE will take care of these tasks.
• "Wet" signatures are requires on the 3010, 231, and 457D. Electronic signatures are not acceptable on these forms.
• Information on the Lost Wages Assistance program and the COVID-19 Temporary Paid Leave program was added.
