  The Resource Limits section (under Financial Requirements) and Allocation and Deeming Worker Guide were updated to reflect 7/1/18 rule amendment that corrected a previous change which inadvertently changed the way resources are deemed when more than one child applies for OSIPM.   Several sections were updated to reflect the 7/1/18 rule amendments that changed the OSIPM income limit for individuals residing in a 24-hour mental health residential care setting to 150% of the FPL and removed the liability requirement.   The Assigning and Pursuing Assets section (under Nonfinancial Requirements) was updated to reflect 7/1/18 rule changes that eliminated the requirement to pursue payments from pension/retirement plans (as a pursuit of assets requirement). If the individual does not convert plans to income (if eligible to do so), the retirement/pension plan will be a countable resource. These amendments essentially reverse the 7/1/16 changes.   The Special Diet section of the Special Needs worker guide was updated to reflect the 7/1/17 rule change that changed the 6-month review period to 12 months. OSIPM H.11 461-155-0670 (eff 7/1/17)
  The Pickle Amendment Clients section (under Special Considerations) was updated to clarify that an individual could also have received state supplement payments and SSB to potentially qualify. OSIPM WG 9.3

  The Verification section (under Application) and Citizen/Noncitizen Status section (under Nonfinancial Requirements) were updated to reflect the 7/1/18 rule change clarifying that citizen/noncitizen status only has to be verified at initial application, when changes reported, or when status is questionable.   The Assumed Eligibility section (under Nonfinancial Requirements) was updated to reflect 7/1/18 rule change that removes failure to pursue assets to the exceptions to assumed eligibility (already addressed by SSA) and clarifies that requirements from 461-12-0345 apply. This change aligns QMB with OSIPM changes made on 4/1/18. QMB D.5 461-135-0010
  The Assigning and Pursuing Assets section (under Nonfinancial Requirements) was updated to reflect 7/1/18 rule changes that eliminated the requirement to pursue payments from pension/retirement plans (as a pursuit of assets requirement).   The Participant Fee section of the EPD WG was updated to clarify that EPD participants received a bill for their participant fee each month. EPD WG 11.5  
  The Medical Costs section (under Financial Requirements) was updated to clarify how costs should be used. This will be clarified in a 10/1/18 rule change. OSIPM E.6  
Counting Client Assets The Achieving a Better Life Experience (ABLE) Act section was updated to reflect the 7/1/18 rule change that excludes all distributions from ABLE Act accounts as income. CCA B.1 461-145-0000
  The Animals section was updated to reflect 7/1/18 rule change that adds information on how to treat proceeds from the sale of animals that are a source of income and food for QMB, SMB, and SMF. CCA B.5 461-145-0010
The In-Kind Income section was updated to reflect 7/1/18 rule change that adds the exclusion of in-kind income for purposes of calculating the General Assistance housing assistance payment to the specific asset rule, supporting the exclusion previously established in OAR 461-160-0500.   The Shelter In-Kind Income section was updated to reflect 7/1/18 rule change that clarifies that 3rd-party payments that are unearned are excluded for QMB, SMB, and SMF; adds the condition that living on the employer's premises as a reasonable expectation of the job to the exclusion of certain earned shelter in-kine income; and clarifies that earned 3rd-party payments made for shelter expenses are also counted as earned income. A Virtual Currency or Cryptocurrency section was added to reflect the adoption of a new rule establishing the Department policy on treatment of this asset. CCA B.86 461-145-0583
  The Earned Income; Defined section and the Earned Income; Treatment section were updated to reflect the 7/1/18 rule change that adds a reference to the corporation and other business entities rule, which contains an exception to counting dividends and profits as earned income.   The Educational Accounts section was updated to reflect the 7/1/18 rule change which adds a definition of educational expenses for APD medical programs, adds MSPs to the provisions surrounding distributions of Coverdell Accounts, and removes the "other funds set aside" language.   The Educational Income section was updated to reflect 7/1/18 rule change that adds gifts used for educational purposes to the section that contains the reference to educational accounts rule (along with distributions from Coverdell accounts). CCA B.26 461-145-0150
  The Gifts and Winnings section was updated to reflect 7/1/18 rule change that adds a reference to the educational accounts rule for gifts intended for educational purposes. CCA B.32 461-145-0210
  The Pension and Retirement Plans section was updated to reflect the 7/1/18 rule change that removes references to the pursuit of assets rule. CCA B.55 461-145-0380
  The Deeming the Assets of a Noncitizen Sponsor to a Noncitizen section was updated to reflect the 7/1/18 rule change removing deeming requirements for sponsored noncitizens. CCA B.17 461-145-0820, 461-145-0830
  The Lodger section was updated with examples to help clarify the cost pro-ration methodology. CCA B.48  
APD Worker Guide The Verifying Client Information - Not SNAP section was updated updated to reflect the 7/1/18 rule change clarifying that citizen/noncitizen status only has to be verified at initial application, when changes reported, or when status is questionable. APD B.1 461-115-0704
  The Services and Case Coding for Individuals with Mental Health Disabilities section was updated to reflect the 7/1/18 rule amendments that changed the OSIPM income limit for individuals residing in a 24-hour mental health residential care setting to 150% of the FPL and removed the liability requirement.   The Clients in State Psychiatric Hospitals and Training Centers section was updated to clarify that individuals admitted to the Oregon State Hospital who can continue to receive OSIPM are not subject to the 300% SSI income standard, clarify the age limits, clarify that they must be otherwise eligible for OSIPM, and add a reminder that those who are not eligible are no longer limited to a 12-month suspension (it is indefinite), clarify the age limits, remove references to client liability (included in 7/1/18 update to OAR 461-160-0620), and make other updates and corrections.
